招 标世界卫生组织(WHO)驻华代表处现寻求一家法律专业机构,协助开展世卫组织法律发展项目。从即日起至2016年7月15日(星期五)征集项目计划书。▼关于道路安全道路交通碰撞每年夺走124万人生命,同时对2000万至5000万人造成伤害。若不紧急应对,至2030年,道路交通伤害将成为第七大致死原因。在中国,每年有数十万人因道路交通碰撞而死亡或受伤。15至44岁人群中,道路交通伤害为头号死亡原因。可持续发展目标提出宏伟目标,到2020年将道路交通碰撞导致的死伤减半。近期,世界卫生大会又审议通过了WHA 69/7号决议,进一步确认:降低道路交通死伤负担需要多部门联动、跨部门协同。世界卫生组织《世界预防道路交通伤害报告》确定了多项低成本、高效用的道路交通伤害干预措施。这些措施若得以广泛实施,每年将拯救成千上万人生命,节约上亿美元开支。其中,推出强有力的道路安全法规并保证这些法规实施到位,对减少死伤至关重要。为道路安全提供法律支持世界卫生组织在彭博全球道路安全倡议活动下开展道路安全法律发展项目,旨在培养一支了解道路安全及相关法律法规,熟悉法律和立法机制(如何通过立法环节加强道路安全执法),并拥有道路安全政策、立法和执行倡导经验的核心法律人队伍。为此,世界卫生组织驻华代表处寻求一法律专业机构,协助该项目实施。意向机构必须身为专业法律机构或学术机构,在中国至少拥有五年法律或治理专门资质;与烟草行业、酒精行业、武器交易或人口贩卖无直接或间接利益关系;能在2015-2019年整个项目期内保证充分参与。在道路安全领域已建立资源网络、或在道路安全立法培训方面具有经验的机构,将优先考虑有意向与世界卫生组织就上述项目合作的机构,可点击下方“阅读原文”进一步了解相关信息。Working with WHO, Support Legal Development Programme on Road SafetyThe World Health Organization (WHO) China Office is seeking a legal institution to assist in supporting a group of Chinese lawyers to participate in the WHO Legal Development Programme on road safety law and policy.  Deadline for proposals is Friday 15 July 2016.Road traffic crashes kill around 1.24 million people each year and injure between 20 and 50 million more. Unless urgently addressed, road traffic crashes will become the 7th leading cause of death by 2030. In China, hundreds of thousands of people lose their lives and are injured each year due to road traffic crashes. Road traffic injuries are the leading cause of death for people aged between 15 and 44.The United Nations’ Sustainable Development Goals set an ambitious goal of halving deaths and injuries caused by road traffic crashes by 2020 and the recent World Health Assembly’s resolution (WHA 69/7) further recognizes the multisectoral and intersectoral approach needed to reduce the burden of road traffic deaths and injuries. WHO's World report on road traffic injury prevention identified several highly cost-effective interventions which, if implemented broadly can save hundreds of thousands of lives and hundreds of millions of dollars every year. Having strong road safety laws, and ensuring they are well enforced, is crucial to reducing injuries and fatalities.The WHO Road Safety Legal Development Programme (LDP) under the Bloomberg Initiative for Global Road Safety is designed to develop a ‘cadre’ of lawyers knowledgeable about road safety issues, laws and regulations; experienced with the legal and legislative mechanisms through which enforcement of road safety laws can be strengthened; and skilled in supporting advocacy for stronger road safety policy, legislation and implementation. WHO China Office is therefore seeking a legal institution to assist implementation of this project. The institute must:be a legal institution or academic institution specializing in law or governance in existence for at least 5 years in China; have no direct or indirect interest in the tobacco industry, alcohol industry, arms dealing or human trafficking; and be available throughout the project period (2015-2019). Preferably the institute has established networks and contacts in road safety, and experience in running training workshops on road safety legislation.If you are interested to work on this project with WHO, please click “Read More” for more information.
